The thief lord is about these girls and boys and their leader is 13. He wants to be an older man, he doesn't want to wait until he's that old. They need to find a carousel that can turn him into an older man. But part of its broken down and missing and the police are after them. So they set out to find the piece, escaping the police every time. When they find it, they fix it into the carousel and he rides it, turning him into an older man.

I think they get rid of some bad guy and they return the orphans that worked with the thief lord to some foster family I think.
